2026 Executive Committee Actions

This is a Proposal for a “Two-Year Trial Structure for NCF 11-Bird and 20-Bird Competitions. 

Please vote for A or B 

  1. Use the following qualification schedule for the trial period.

Regions with five (5) flyers qualify one (1) flyer for the Finals.
Regions with six (6) or more additional flyers qualify one (1) additional qualifier for every six (6) flyers beyond the initial five (5).

(Clarification: 5 flyers = 1 qualifier: 11 flyers = 2 qualifiers; 17 flyers = 3 qualifiers; 23 flyers = 4 qualifiers. One additional qualifier is earned for each additional six (6) flyers beyond the initial five (5).)

Each flyer may enter two (2) kits in the qualifying rounds.
Each flyer may qualify only one (1) kit for the 11-Bird Final and one (1) kit for the 20-Bird Final.

Entry Fees

Regional base fee: $200 (covers the first five (5) flyers and equals one qualifier).
Additional flyers beyond five (5): $30 per flyer.

At the conclusion of the two-year trial period, the policy will be reviewed by the EC and either adopted, revised, or discontinued based on its effectiveness.

  1. Do not change the current qualification schedule.

10 kits per qualifier.

$20 per kit (minimum $200 for the first qualifier — 10 kits).

With the Bulletin Editor position being open upon my arrival into office, I am appointing Dan Galarza to serve as Bulletin Editor effective immediately. His term will run through the remainder of the vacated position’s scheduled term, concluding on January 1, 2028, in alignment with my term as President.

This appointment is being made to ensure continuity and stability in the publication moving forward. Dan has agreed to step in and fulfill the responsibilities of the role, and I appreciate his willingness to serve the NBRC in this capacity.

Please consider this message as formal notice of this appointment. If there are any objections or items for discussion, we can address them accordingly.

As many of you know, Dan is currently serving as Publicity Director. Due to this unique situation, this process will require additional attention. Please review the relevant rules outlined below and cast a yes or no vote. The vote will remain open for three (3) days. The absence of a discussion period is due to there being no other candidates, and the urgency of filling this mandatory position.

Section 6. Individuals Serving in Multiple Offices

Individuals may submit their candidacy to run for both national and regional elected office at one and the same time; however, no candidate shall hold more than one elected office, national or regional, at the same time. Exceptions, if any, shall require the approval of both the President and the Executive Committee. Any officer serving in two elected positions, with said approval, shall only be allowed one vote on the Executive Committee.

Section 7. Filling Vacancies

Vacancies in national offices and regional directorships may be filled as follows:

  1. Should any vacancy occur in any elected national office for any reason, the President, with approval of the Executive Committee, may appoint a member to fill such vacancy for the unexpired term of office.
  2. Should any vacancy occur in any office of regional director for any reason, the President may appoint a member residing within the applicable region to fill such vacancy for the unexpired term of office. No Executive Committee approval shall be required to fill the vacancy.
  3. Serving in a national or regional office solely to complete the unexpired term of the previous office holder shall not constitute a “term of office” for purposes of serving successive or consecutive terms under these Bylaws.
  4. Presidential appointees in any instance must qualify for the office to which they have been appointed under the provisions of Article VII of these Bylaws.
